Senate Bill 840, The California Universal Healthcare Act, passed the State Senate by a vote of 23 to 15 and now moves to the State Assembly. SB 840 is the only universal health care proposal in the Legislature (no author has picked up Governor Schwarzenegger's proposal) which offers comprehensive care and has been likened to Medicare, a single-payer system for elderly Americans. Under SB 840, health care delivery would remain private with the state acting as the insurance company. Despite spending $186 billion per year on health care, California has 6.5 million residents with no health insurance. Between 25 percent to 45 percent of every health care dollar is currently spent on overhead, including administration and profits.
